Building Codes Merger a Big Plus for Builders

With the historic merger of the country’s top three building code organizations into the single International Code Council (ICC), NAHB has moved a decisive step closer to achieving a building code system that is more beneficial to home builders and their customers.

The merger was announced on Jan. 21 at the International Builders’ Show in Las Vegas.

“This newly united organization will be stronger, more streamlined and better equipped to deliver services to the building industry,” said 2002 NAHB President Gary Garczynski. “It will also be better able to combat challenges to adoption of the International Residential Code — the first national residential building code developed with significant input from builders and with a focus on housing affordability.”

“Long ago, NAHB recognized the need for a simple, user-friendly, stand-alone code that included a major emphasis on housing affordability,” said NAHB President Kent Conine. “We are now one step closer to achieving that goal.”

The ICC’s founding organizations — BOCA, ICBO and SBCCI — were once competing entities. In 1994, however, they decided to develop a single coordinated set of national building codes that would eliminate the challenges and costs of complying with different rules for each region of the country.

Now a single body, the ICC will continue to be dedicated to public safety and to supporting “the quiet heroes who ensure that the buildings in which our loved ones live and work are built safely,” said Bob Heinrich, the organization’s CEO.
